Create a push notification campaign

Navigate to campaigns and click on create campaigns

You will have three options from notification content, rich notification and targeting option

Notification content are short popup messages sent to a user's browser.

Rich notification are similar to push notification but added on with a rich media attactment

You can start editing the rich notification headline and decription

On the rich notification you can enable more buttons to the notification, for example you want the users to redirect to a specific link

You can target specific audience by mentioning the tags names
